How a Wind Mitigation Inspection Can Improve Your DSCR

TL;DR: Florida requires insurers to offer windstorm premium discounts for qualifying hurricane-mitigation features, documented on the state’s Uniform Mitigation Verification Inspection Form. On a Tampa Bay rental, a lower wind premium lowers the monthly payment the lender uses and can raise your DSCR. Order the inspection during your inspection period.

Quick answer

A wind mitigation inspection documents features like roof-to-wall connections, roof shape, roof deck attachment and opening protection on Florida form OIR-B1-1802. Insurers must offer discounts for qualifying features, which can lower the windstorm premium. Because insurance is part of the payment in a DSCR calculation, a lower premium can raise your ratio. The size of any discount depends on the home and the insurer.

Why windstorm cost matters so much

On many Tampa Bay rentals, windstorm coverage is one of the largest insurance costs, sometimes written into the landlord policy and sometimes as a separate policy when wind is excluded. Whatever form it takes, the premium is added to the payment the lender divides into rent. A rental with a modest rent and a heavy wind premium can land below the ratio a program needs.

You cannot change the rent overnight, but you can often change what the insurer knows about the house. That is what the wind mitigation inspection does.

What the inspection documents

A qualified inspector completes the state’s Uniform Mitigation Verification Inspection Form (OIR-B1-1802), with photos. The form covers features that affect how a building holds up in high wind, including:

  • Building code: whether the home was built to a recent Florida Building Code edition
  • Roof covering: the type of covering and whether it meets more recent code requirements
  • Roof deck attachment: how the roof sheathing is nailed or fastened to the framing
  • Roof-to-wall attachment: toe nails, clips, single wraps or double wraps connecting the roof to the walls
  • Roof geometry: hip roofs generally perform better than gable roofs in wind
  • Secondary water resistance: a barrier under the roof covering that limits water entry if shingles are lost
  • Opening protection: impact-rated windows, doors and garage doors, or approved shutters

How it connects to your DSCR

Florida law requires insurers to offer discounts, credits or other rate differentials for qualifying wind mitigation features. Once your insurer has the completed form, it applies whatever credits the home qualifies for. A lower annual premium means a lower monthly insurance line in the lender’s payment, which means a higher ratio at the same rent and loan amount.

Hypothetical inputs only: a rental leases for $2,300; principal and interest from the investor’s quote is $1,400, taxes are $350, and the landlord policy with wind is $420 a month. The payment is $2,170 and the DSCR is 1.06. If the inspection shows a hip roof, clips and secondary water resistance and the premium falls to $330 a month, the payment drops to $2,080 and the DSCR rises to about 1.11. Real results vary by home and insurer.

When to order it

  • Buying: during your inspection period, alongside the general home inspection and, for older homes, a four-point inspection. It may be offered as an add-on by your home inspector.
  • Refinancing: before you request insurance quotes, so the quotes reflect the credits.
  • After upgrades: after a new roof, impact windows or shutters, order a fresh inspection so the improvements are documented.

A wind mitigation report on file for an older home may still be valid for a period; ask the seller whether one exists and when it was completed.

Upgrades worth considering on a rental

If you are renovating anyway, some improvements can pay off in both durability and insurance cost: a new roof with secondary water resistance and stronger deck attachment, roof-to-wall clips or straps where accessible, and impact-rated openings or approved shutters. Florida has offered mitigation grant programs for homeowners at times, but rental investors should not count on them; budget the work on its merits.

Price these upgrades against the premium savings and the ratio improvement. The DSCR calculator lets you test the insurance line both ways.

Where it fits in the bigger picture

Wind is one of up to three policies on a Tampa Bay rental. For the full structure, read insuring a Tampa Bay rental for a DSCR loan; for flood specifically, see flood zones and your DSCR. Older buildings with weaker features show up often in Tampa and St. Petersburg.

Questions investors ask

Can a wind mitigation inspection improve my DSCR?

Possibly. Florida requires insurers to offer windstorm discounts for qualifying features documented on form OIR-B1-1802. A lower windstorm premium lowers the monthly payment the lender uses, which can raise your ratio. The discount depends on the home and the insurer.

Who can perform a wind mitigation inspection in Florida?

The form must be completed by a qualified inspector as listed on the form, which includes certain licensed inspectors, contractors, engineers and architects. Ask your home inspector whether they are qualified.
