Two Clearwaters
Mainland Clearwater stretches from the downtown bluff overlooking Clearwater Harbor east toward Countryside and the Tampa Bay shoreline, with established single-family neighborhoods, garden apartments, townhome communities and a mix of older and newer construction. These properties mostly rent to long-term tenants who work across north Pinellas and commute toward Tampa.
Clearwater Beach and Sand Key sit across the causeways on barrier islands facing the Gulf. That market is dominated by condos, resort-style buildings and vacation rentals, with short-term rental rules, flood exposure and condo association rules shaping every deal. Neighboring Dunedin, Largo and Safety Harbor have their own city rules and their own flavor.
Beach properties: what lenders focus on
- Short-term rental permission: whether city zoning and the condo or HOA rules allow stays under a month at that address.
- Flood zone: barrier-island properties are often in high-risk flood zones, including coastal zones where wave action is part of the mapping. Flood coverage is usually required and can be a large line in the payment.
- Condo project review: lenders review the association, its reserves, insurance and any special assessments. Florida’s milestone inspection rules apply to buildings of three or more habitable stories.
- Income documentation: some programs use booking history or a market projection; others use long-term rent. See short-term rental DSCR loans.
Mainland properties: a more familiar file
A mainland single-family rental or townhome usually looks like a standard DSCR file: a lease or market rent, a landlord policy with windstorm coverage, and flood coverage if the address is in a mapped zone near the harbor or the bay. Older homes may need a four-point inspection for insurance. Townhome and condo communities bring HOA dues into the payment.
Example math: mainland townhome vs beach condo
| Monthly line (hypothetical) | Mainland townhome (long-term lease) | Beach condo (lender-approved STR income) |
|---|---|---|
| Qualifying income | $2,300 | $4,200 |
| Principal and interest (your quote) | $1,350 | $2,350 |
| Taxes | $330 | $560 |
| Insurance (unit policy or landlord policy with wind) | $210 | $240 |
| Flood | $0 (not in a mapped zone) | $180 |
| HOA / condo dues | $240 | $780 |
| Full payment | $2,130 | $4,110 |
| DSCR | 1.08 | 1.02 |

The beach condo earns more but carries far higher dues and flood cost, so its ratio is thinner. That pattern is common, and it is why we compare programs that treat STR income and condo projects differently. For the broader trade-off, read STR vs LTR DSCR loans.
What to send for a Clearwater scenario
- Property address, and whether it is inside city limits or in an unincorporated area
- FEMA flood zone, plus an elevation certificate if you have one
- Insurance quotes: landlord or dwelling policy, windstorm and flood
- Lease or expected rent, and the full tax bill including any CDD or non-ad valorem assessments
- For beach properties, the condo or HOA rental rules and the association’s inspection, reserve and assessment documents
- Purchase price or estimated value, the loan amount you want, and how you will hold title
Send it through the application form, or run the ratio first in the DSCR calculator. We check flood, insurance and storm history first, then compare wholesale DSCR programs that cover Clearwater.
Questions investors ask
Can I get a DSCR loan on a Clearwater Beach condo I plan to rent nightly?
Possibly, if city zoning and the condo association allow short-term rentals, the condo project passes the lender’s review and the program accepts short-term income. Each of those is a separate check.
Are condo special assessments counted in a DSCR calculation?
Regular dues are counted in the payment. Lenders also review special assessments and the association’s finances as part of the project review, and large assessments can affect eligibility.
