Can I get a DSCR loan on a Tampa or St. Petersburg rental?
Yes, if it is a business-purpose rental you do not live in, it can be insured, and it is in rentable condition. Lenders compare lease or market rent with the full payment, including principal, interest, taxes, insurance, flood coverage and HOA dues. Around Tampa Bay, flood zone and storm-repair history often affect approval as much as rent does. The core product is explained on our Tampa Bay DSCR loans page.
This site focuses on one Florida metro. For DSCR financing elsewhere in the state, see our Florida home site, dscrloansflorida.loans.
How Hillsborough, Pinellas and Pasco differ for rental investors
Tampa Bay is several counties and dozens of cities, each with its own permitting office and floodplain administrator. Here are some geographic and administrative differences that affect a file. Check each property’s specifics.
| Hillsborough County | Pinellas County | Pasco County | |
|---|---|---|---|
| Includes | City of Tampa, Brandon, Riverview, Plant City and unincorporated areas | St. Petersburg, Clearwater, Largo, the beach communities and unincorporated areas | New Port Richey, Zephyrhills, Wesley Chapel and unincorporated areas |
| Geography | Bay frontage, the Hillsborough River and large inland areas | A peninsula between the Gulf and Tampa Bay, with a long coastline and barrier islands | Gulf coast on the west, growing inland suburbs to the east |
| Who handles storm permits | Each city, or the county for unincorporated areas | Each city, or the county for unincorporated areas; Pinellas publishes its own substantial-damage guidance | Each city, or the county for unincorporated areas |
| What lenders ask most | Flood zone near the bay and rivers; insurance; HOA or CDD dues in newer subdivisions | Flood zone, elevation and storm-repair permits on older coastal homes; condo project reviews | Flood zone on the coast; CDD assessments and insurance in newer inland subdivisions |
Orientation only. Confirm flood zone, permits and assessments for each address.
Polk County, east along Interstate 4, is outside the three bay counties, but Lakeland is part of how many Tampa Bay investors build portfolios. It is inland, so coastal surge is not the issue, though wind coverage and flood zones near lakes still matter, and newer subdivisions often have CDDs. See our Lakeland page.
Does a Tampa Bay flood zone change how much I can borrow?
It can. Properties in FEMA special flood hazard areas generally need flood insurance for federally regulated or federally backed loans, and many private lenders require it too. That premium becomes part of the payment, which lowers the DSCR. Look the address up on the FEMA Flood Map Service Center; if it is in a special flood hazard area, expect required flood coverage, and an elevation certificate may help with the quote. Even outside a mapped zone, many Tampa Bay owners buy flood coverage. If you do, count it in the payment. Full detail is in our flood zone guide.
What happens if a Tampa Bay rental was storm-damaged?
After a major storm, local floodplain administrators decide whether damaged buildings in flood zones are substantially damaged. FEMA’s minimum threshold is repairs costing half or more of the structure’s pre-damage market value; Pinellas County uses a lower threshold in its unincorporated areas. A substantially damaged building generally has to be brought into compliance, often by elevating it, as part of the repair. For a buyer or refinancer, ask for:
- Any substantial damage determination letters and appeal outcomes
- Permits pulled and closed for storm repairs
- Insurance claim history on the property
Lenders and appraisers look at repair status. A home with open permits, unresolved determinations or visible unrepaired damage usually is not ready for long-term DSCR financing. Read substantial damage rules before refinancing and, for properties that still need work, DSCR vs hard money.
What lenders look for on a Tampa Bay rental
Wind mitigation
Windstorm coverage is a major cost for Florida rentals. Florida requires insurers to offer windstorm premium discounts for qualifying hurricane-mitigation features, documented on the state’s Uniform Mitigation Verification Inspection Form (OIR-B1-1802). An inspection showing roof-to-wall connections, roof covering, opening protection and similar features can affect the premium in your DSCR. Get one done during your inspection period. See wind mitigation and your DSCR.
Condo buildings
Florida’s milestone inspection and reserve-study rules for condos with three or more habitable stories apply across the coastal condo markets of Pinellas and Hillsborough. Our Florida home site covers them in depth. For a Tampa Bay condo, ask for the association’s reports and any special assessment schedule before you apply.
CDD and HOA assessments
Many newer subdivisions in Hillsborough and Pasco are in community development districts (CDDs), which collect assessments on the property tax bill. Those assessments are part of the payment the lender uses. Use the full tax bill, not just the base tax. See CDD assessments in DSCR math.
What insurance does a Tampa Bay rental usually need?
A Tampa Bay rental file often has up to three policies, and the lender counts each one in the payment:
- A landlord or dwelling-fire policy for the structure and liability. It is not a homeowners policy, because you do not live there.
- Windstorm coverage, either included in that policy or written separately when wind is excluded. Lenders review the hurricane deductible as well as the premium.
- Flood coverage through the National Flood Insurance Program or a private flood carrier, when the lender or flood zone requires it, or when you choose to carry it.
Get quotes for all three before you finalize your numbers. On many bay-area files, insurance moves the DSCR more than a small difference in rent. If the only option is Florida’s insurer of last resort, tell us early so we can check which programs accept that coverage. More in insuring a Tampa Bay rental.

- Townhomes and condos, subject to the lender’s project review
- Small apartment buildings (5-10 units) through some programs
- Short-term rentals where local rules, the HOA and the program allow. Beach-community rules vary, so check the specific city: STR DSCR loans

Can I get a DSCR loan on a Tampa or St. Petersburg rental?
Yes, if it is a business-purpose rental you do not live in, it can be insured, and it is in rentable condition. Lenders compare rent with the full payment, including taxes, insurance, flood coverage and dues.
Can I live in the property while I fix it up and then rent it?
Not with these loans. DSCR financing through Loan Daddy is for business-purpose, non-owner-occupied property only. If you will live there, even for a short time, you need a consumer product, and we do not arrange those.
